Prince Charles's popularity, which plummeted with the breakdown of his marriage, has soared since Princess Diana's death, according to a new opinion poll. AP reported that 61 percent of Britons are satisfied with how the heir to the throne is doing his job, that is up from 42 percent shortly before his ex-wife's death in an Aug. 31 car crash. The polling organization interviewed 2,122 adults Dec. 12-15 across Britain. The margin of error is 2 percentage points.

Wednesday 12/17/97 ANTHRAX SHOTS FOR MILITARY ONLY - By E.J. Mundell NEW YORK (Reuters) -- President Clinton told a White House news conference Tuesday that he does not recommend that American civilians get vaccinated against anthrax, a potentially deadly bacteria that could be used in biological warfare. "I know of no expert opinion that would say that those of us that are essentially in the civilian population in the United States should be vaccinated," Clinton said. His comments come on the heels of Monday's Department of Defense (DOD) announcement that it plans to vaccinate an estimated 2.4 million military personnel against anthrax, amidst fears that it might be unleashed in some future conflict involving biological weapons.

Anthrax is caused by a bacillus that can form tiny, airborne spores. If inhaled, the infection carries a high mortality rate, usually leading to death within days. DOD Secretary William Cohen recently used a five-pound bag of sugar to illustrate the fact that a similar amount of anthrax, dispersed in air, could kill half the population of Washington, D.C. The Pentagon believes that at least 10 nations, including Iraq and North Korea, currently possess the ability to develop biological weapons. Clinton is backing the military immunization program, but says civilian inoculation against anthrax is not "called for at this time."

Not everyone agrees. Dr. Kenneth Berry, President of the American Academy of Emergency Physicians and head of the medical counter-terrorism group PREEMPT (www.preempt.org) contends that the threat of a domestic anthrax attack is very real. "It's our number one national security threat," he said. Berry says military experts believe there is an "over 90% probability of having a major attack in a U.S. city in two to five years." He says the real problem is that just 6 million doses of the anthrax vaccine are currently available in this country -- and it might take years to have enough to properly vaccinate the whole nation. But Berry estimates that an anthrax attack on a city the size of San Francisco could kill hundreds of thousands of people, and cost the country nearly a trillion dollars. Any investment we make in prevention now, he says, could save lives and billions of dollars in the event of such a terrorist event. Berry believes such an event "is going to happen, it is going to be devastating, and my message is, let's be ready."

Wednesday 12/17/97 LETTER FROM 20 CONGRESSMEN TO PRIME MINISTER NETANYAHU (Arutz 7)

Dear Mr. Netanyahu,
We wish to convey our support for your government in its efforts to resist pressures to cede even larger portions of Judea andSamaria to the Palestinian Authority. We believe that such pressures from the international community are misguided,dangerous, and harm the national security interests of both Israel and the United States.

In addition, we would like you to know that while it may appear that there are many in the Clinton administration and elsewhere clamoring for an Israeli withdrawal from such strategic assets as the Jordan River Valley, the mountains overlooking this piece of territory, and other parts of Israel, the U.S. congress is firmly on your side. We know the Congress to be fed up with the PA's gross violations of the Oslo accords, corruption, human rights abuses, and misappropriations of donations from the international community. For this reason alone, Congress is loathe to see the PA in control of more Israeli land. For reasons of American national security, we cannot fathom how the U.S. can continue to rely on the IDF alone to keep Iraq and Syria at bay, with Israel's underbelly exposed to massive ground threats. It is Israel's military strength, bolstered by the control of these territories, that is the source of stability in the eastern Mediterranean region. We fear that any diminution of Israel's strength might imperil our interests in the region, and force American troops to assume a job best done by the IDF.

Finally, we ask you not to be swayed by the empty threats of those who cannot understand the dangers that Israel would face by expanding its concessions to the PA. We recognize this danger, and want you to know that Congress would support you on this critical issue."

Wednesday 12/17/97 NETANYAHU HOLDS FIRM (Mid East Digest) At the start of yesterday's Cabinet meeting, Prime Minister Netanyahu announced the establishment of a directors-general committee, headed by the director-general of the Prime Minister's Office, that will deal with the emergency unemployment problems, especially the severe problem in Ofakim.

The Cabinet continued the political discussion. At the beginning of the meeting, the prime minister presented a number of aspects relating to the discussion, and stated the following:

A. The American administration has not been given maps, nor has it been told of the extent of the further redeployment. In addition, no agreement has been made to slow construction in Judea and Samaria.
B. The purpose of the discussions that the Cabinet is conducting is to clarify Israel's interests in the negotiations on the final status agreement with the Palestinians.
C. One of the fundamental mistakes of the Oslo agreement is in determining a redeployment by Israel in the interim stage, without the government determining its objectives for the final status agreement. The Cabinet is now correcting this distortion, so that each interim step that it decides on will be compatible with Israel's interests in the final status agreement.
D. A look at what has been presented to the government thus far, shows that up till now what we have in common is grater than what divides us. In any permanent settlement with the Palestinians, the areas and interests vital to Israel will be ensured: the Jordan Valley - the security area in the east, the area around Jerusalem, a security area in the west along the line dividing the Palestinian Authority and Israel, the Jewish communities, their development areas and their approach roads, Israel's vital water interests and sites of historical, religious or national value.
E. In concluding the discussion after it takes a field tour next week, the Cabinet will be able to determine Israel's interests which it sees as the basis for negotiations on the final status agreement, and will be able to reach a decision on the interim stage of the further redeployment.

At today's Cabinet meeting, the Cabinet continued the political discussion. The first draft of a document detailing the obligations of the Palestinians in accordance with the particulars of the Note for the Record of 15.1.97 (the document of responsibilities resulting from Hebron Agreement.)

Prime Minister Netanyahu told the ministers that at the meeting with Secretary of State Madeleine Albright, he will explain Israel's conception of its national interests. He stressed that settlement is a national interest, and that Israel intends to maintain all the settlements, the areas surrounding them essential for their existence, and the network of roads leading to them. {GPO 12/17 H}

Wednesday 12/10/97 ZHIRINOVSKY SAYS ALL ANTI-AMERICANS SHOULD STAND TOGETHER AGAINST U.S. AGRESSION Earlier today on one of his regular trips to Iraq, Russian ultra-nationalist politician Vladimir Zhirinovsky told the press at a news conference in Baghdad that he considers the U.S. an "international agressor, violating morals and exploiting the situation in the Middle East to entrench its agressive position in this region." He praised his "dear friend" Saddam Hussein and said that Russia needed a leader like him. He said, "We condemn the policy of the United States and support the Iraqi people, and our friend is Saddam Hussein. All the anti-American forces should unite and stand against this agression. Americans should be tried by an international tribunal." He further said Americans were "hooligans and cowards" whose decisions were clouded by drug-taking.

Tuesday 12/09/97 AMERICAN PRESSURE BECOMING MORE OVERT (Arutz 7) American pressure on the Israeli government, and the willingness of certain government ministers to yield to it, appear to be on the increase. Maariv reports today that the Americans have accepted the Palestinian position that a third withdrawal must be carried out before the implementation of the permanent arrangement. U.S. Secretary of State Albright demands that the extent of the next withdrawal be determined very soon. Transportation Minister Rabbi Yitzchak Levy said, "Issues that we have not thoroughly discussed for 30 years should be decided in one day, just to appease the American Secretary?!" Foreign Minister David Levy retorted, "Don't hide your head in the sand. We will soon be isolated in the international arena, and we must make the hard decisions now." He said that the maps that Mordechai and Sharon are preparing do not contain sufficiently significant Israeli concessions.
Yediot Acharonot reports that Albright was very impatient with Netanyahu during the recent meetings between the two, and demands at least a 10-12% withdrawal. Both Maariv and Yediot reported the New York Times editorial that stated that Albright is about ready to call what she sees as Netanyahu's bluff. Haaretz reported on differences between Netanyahu's stated intentions and what he told Albright.
Prime Minister Netanyahu just returned from his short trip in Europe, in which he met with Germany's Kohl,
France's Chirac, and twice with U.S. Secretary of State Madeleine Albright. Albright informed the Prime Minister of the percentage of territory - apparently a two-digit number - from which the U.S. expects Israel to withdraw, and added that she would like a final decision within two weeks. Albright clarified to Netanyahu that the U.S. was not planning to act as the guarantor for all of Arafat's Hevron-agreement commitments. On the other hand, the tensions of the past weeks between Netanyahu and the Clinton administration were eased during the meetings. The Prime Minister met yesterday with Minister Levy, Sharon, and Mordechai - the permanent-status ministerial committee - and briefed them on his discussions.

Tuesday 12/09/97 TURKEY THREATENS HIGH PRICE FOR EUROPEAN REJECTION (Global Intelligence Update) (The L-rd moves the final Gog Megog War participant (Ez 38-39 Gomar & Togarmah is Turkey) into position) On Tuesday, Turkey announced that it was canceling military exercises scheduled for later this month in the Aegean Sea. The move was, the Turkish Foreign Ministry claimed, part of an effort to reduce tension and "contribute to the creation of a climate of confidence" with Greece. At a meeting of NATO defense ministers in Brussels on Monday, Turkey and Greece agreed to a new NATO command structure for the Aegean, and reportedly settled a 40 year old dispute over airspace control over the Aegean. On November 26, Turkey submitted an official proposal to Greece to convene the "committee of wise men" on December 10, to discuss confidence-building measures and methods of rapprochement between the two countries.

This sudden burst of good will from Ankara is startling, especially in the face of Greece's continued adamant opposition to Turkish attendance at talks on European Union expansion and considering the fact that European concerns make Turkish EU membership highly unlikely in the near future. At press conferences in London and Paris last week, Greek Prime Minister Costas Simitis reiterated his country's intention to veto Turkish participation at a February conference for EU membership candidates unless Turkey met several conditions, including recognizing the jurisdiction of the International Court of Justice in The Hague and UN resolutions on Cyprus, and accepting existing conditions for EU membership. The EU is particularly concerned with Turkey's human rights record, its conflict with Greece, and its occupation of northern Cyprus.

Turkey has complained that it is being treated unfairly by Western Europe, which it faithfully supports militarily, but which continues to withhold the opportunity for political and economic integration. Turkey's powerful, military-dominated National Security Council announced on November 27 that, if a favorable decision toward Turkey is not reached at the December 12-14 EU Summit in Luxembourg, then membership in the European Union "will no longer be on Turkey's agenda." This view was echoed by Turkish Foreign Minister Ismail Cem, who said in an interview with the Belgian newspaper "La Libre Belgique" that the EU will become "just another international organization with which we have relations." More ominously, Turkish Deputy Chief of Staff, General Cevik Bir asserted last week that, "Excluding Turkey from Europe will have an extremely high price."

So with little hope for Turkey's 34 year quest for membership in the EU, or even for participation in talks on pursuing membership in the EU, why is Turkey suddenly adopting this schizophrenic foreign policy of appeasement toward Greece and apparent "if you don't want us then we don't want you" attitude toward the EU? First, Ankara recognizes that it has little chance of entry into the EU in the near future. Even if its political problems were solved, Turkey's economy is in no condition to be brought into the EU. So if they can't get in, they can at least play the victim--the rebuffed suitor who tried his best--and hope for a consolation prize, perhaps increased European or American support for the Turkish positions on Cyprus, against Kurdish rebels, or toward Athens.

Second, and foreshadowed by General Bir's comment, is the thinly veiled >threat that Turkey has other options. Next week in Tehran is the OIC Summit, where Turkey has the opportunity to present itself as an Islamic power, as opposed to its current image as a secular, Western threat to Islam. Hot on the heels of the OIC Summit comes the EU Summit in Luxembourg, a December 15-16 visit by Russian Prime Minister Viktor Chernomyrdin to Ankara, and a visit by Turkish Prime Minister Mesut Yilmaz to Washington on December 19. When Prime Minister Yilmaz meets President Clinton, he will come armed with a likely European rejection, an Islamic option, and a Russian option. His question: Which will it be, Bill?

Sunday 11/23/97 NO CLINTON-NETANYAHU MEETING SCHEDULED (Mid East Digest) Apparently the White House is in no rush to schedule a meeting between President Clinton and Prime Minister Binyamin Netanyahu. Although the Prime Minister's office has said Netanyahu has been invited to Washington Dec. 8 after a visit by the German chancellor, nothing has been finalized.
Although President Clinton is having a difficult time finding a date to meet with Prime Minister Benyamin Netanyahu, he managed to set aside four hours Friday to be with former Prime Minister Shimon Peres and Leah Rabin. The three met at the White House during a ceremony awarding a prize, funded by the Peres and Rabin Fund, to Clinton, naming him the 1997 "Man of Peace."
The meeting is apparently a "dig" at the Netanyahu government that Clinton has time to meet with Israelis whom he thinks are committed to the peace process. Prime Minister Shimon Peres said the award ceremony at the White House for the 1997 Man of Peace given to Clinton was "impressive." "I had a meeting with the President of the United States for more than an hour, but I won't tell you what he said to me about Prime Minister Benyamin Netanyahu," Peres said. "It's all quite clear."
US Secretary of State Madeleine Albright has made it clear to the Prime Minister that if he doesn't have a 'positive and sufficient' answer regarding the second-phase withdrawal by the beginning of December, the US will make an announcement that Israeli officials fear will be tough. It seems Netanyahu offered Albright a 3 to 5 percent pull-back when he met with her in London, but the Americans are looking for something more along the lines of between 10 and 15 percent. Israelis think the announcement will lay blame on Israel for the stalemate in the Israel-Palestinian peace process. In addition, US Secretary of State Madeleine Albright is scheduled to leave for Africa Dec. 7, so it seems unlikely the meeting will be set for this date. {MA'ARIV, YEDIOT AHARONOT 11/23/97}

Sunday 11/23/97 IRAN WILL SOON HAVE NUCLEAR BOMB: Iran is just four months away from complete nuclear capability,according to a report Jane's Intelligence Review. Unless Western countries immediately act to block the transfer of highly-enriched uranium to Iran, Tehran could carry out their "atomic revolution" in the very near future, Jane’s warns. The report also says that, in the early 1990's, Iraq was on the verge of developing its first nuclear weapon, but was set back by its defeat in the Gulf War.
In another report, according to Jane's Defense Weekly, since the defeat of Iraq in 1991, Israel's national security establishment has come to believe that the main threat to the nation comes from Iran. Israel's defense officials are concerned by the current threat posed by Iranian support for guerrilla and terrorist groups. However, their main concern is Iran's development of a long-range strike capability, in the form of ground attack aircraft and surface-to-surface missiles (SSM), coupled with Weapons of Mass Destruction (WMD).
Moshe Arens, who was defense minister during the Gulf War, said Sunday that Israel had been on the verge of retaliating against Iraq in 1991 when "suddenly [the US] declared a unilateral cease-fire, after three or four days of warfare on the ground. That cease-fire certainly prevented us from taking action, which we intended," he told Channel 2 Television. "We had units. We had a plan. They were trained. We had a commander for the operation . . . who was to have commanded the force in the field." Arens said the plan "was intended to be more effective in stopping the Scud bombardment than the actions of the US air force." (ICEJ, IINS, AP/Dow Jones)

Sunday 11/23/97 ALBRIGHT: NO REDEPLOYMENT, NO FINAL STATUS TALKS: During their meeting in London last week, Secretary of State Madeleine Albright told PM Netanyahu that without a second Israeli pullback in the territories, there will be no accelerated final status talks. She stressed that the American administration expected an answer to this as well as the time-out on settlement expansion by the Netanyahu-Clinton meeting next month.
Meanwhile, American Mideast envoy Dennis Ross, in answer to a question, publicly acknowledged that the US call for a "time out" in housing construction should also apply to the Palestinian Arabs, not just Israel. Ross gave no indication, however, as to whether he or other US officials will directly press Yasser Arafat and the PA to observe such a "time out." Palestinian construction is proceeding at a high rate in the same areas in which the US is pressuring Israel to take a "time out" on its construction. More than 2,600 illegal houses and apartments were built in Arab neighborhoods of Jerusalem during 1995-1997.
In another development, Infrastructure Minister Ariel Sharon met Wednesday with US National Security Advisor Sandy Berger, Ma'ariv reported. Sharon presented Berger with his ideas for a possible permanent status arrangement between Israel and the Palestinians. Sharon's plan included Israeli security zones along the eastern and western sides of Judea and Samaria, which he deemed vital to Israel's security. (MED/Arutz Sheva, Ha’aretz, Israel Line)


Sunday 11/23/97 ISRAEL TRIES TO KEEP SYRIA ON BLACKLIST: Israel is applying pressure on United States legislators to reverse a decision to remove Lebanon and Syria from the drug trafficking "blacklist." According to Israeli figures, the Syrian drug traffic generates $1billion annually.Israeli officials explain that Heroin is produced in factories in Lebanon and there is a direct link between the large drug industry and terror activities. The US list has dropped this year from 32 countries to 30, with the removal of Syria and Lebanon. (IINS)

Thursday (11/07/97) Janes 11/07/97: Iran warned over missiles
Israel is prepared to launch pre-emptive strikes against Iran if it is threatened with missiles or non-conventional weapons, defence minister Yitzhak Mordechai has said. His comments have also been seen as a warning to Syria over its surface-to-surface missile capability.

Because the proliferation of weapons of mass destruction and the means of delivering them continue to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States, the national emergency declared on November 14, 1994, and extended on November 14, 1995 and November 14, 1996, must continue in effect beyond November 14, 1997.
Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing the national emergency declared in Executive Order 12938.
This notice shall be published in the Federal Register and transmitted to the Congress.

LONDON (Reuters) - Prince Charles won praise from his sternest critics Wednesday for the first time in many years. Britain's royalty-obsessed tabloid newspapers paid tribute to a refreshingly relaxed and confident Charles, who is winding up a successful tour of southern Africa with his younger son Prince Harry. Veteran court correspondents were impressed that the heir to the throne had apparently reversed his long-standing policy of ignoring reporters in favor of a new, media-friendly approach.

"Safari, so good, Sir," said the top-selling Sun in a typical play on words. "The Prince of Wales comes out of Africa with a new image, as chirpy, cheerful Charlie." The paper added: "Let's hope Charles has banished gloomy self-doubt for good."

The Daily Mail called the prince's trip to southern Africa, his first foray abroad since his ex-wife Princess Diana died on August 31, a "brilliant success." Charles's heartfelt tribute to Diana, in a speech on Tuesday, was approvingly reported by the British media as evidence of a new warmth in his public persona. A meeting with Diana's brother, Earl Spencer, a fierce critic in his funeral oration of the way the royals had treated his sister, was described as a reconciliation. The prince also was praised for his handling of a potentially embarrassing photo-call with Britain's latest pop sensation, The Spice Girls. "But then, this is a very different Charles, joshing for the cameras, jesting with newsmen, a single parent being both mother and father, unrecognizable from the solemn cardboard cut-out that he used to be," the Mail said. "Diana's death has enabled him, as never before, to find himself and suddenly there are the first signs of a royal family who might, at last, be at peace ... even with the Spencers," it added.

The Mirror picked up the theme, saying it would have been unthinkable for Charles even to have mentioned Diana's name in the bitter days before she died in a Paris car crash. "Coping with that tragedy has brought him new wisdom and understanding," it said.

"Prince Charming" was the headline in the Guardian, a paper not known for its enthusiasm for royalty. "Charles is having a love-fest with the media in southern Africa," it said. "First the press was invited to fly out with him and then he posed with the Spice Girls. Could the death of Diana have had a liberating influence on our future king?"

It was all a far cry from the traditional coverage of Prince Charles, who spent years in the media shadow of Diana. When his activities were reported, they were all too often mocked. The royal heir was presented as a dull, slightly loopy eccentric with a habit of talking to his plants. But the climate has changed for the British media since Diana's death, for which paparazzi photographers have been accused of bearing at least some of the blame. British newspapers have bound themselves to end the use of intrusive pictures of the young princes, William, 15, and Harry, 13. The press was, to a large degree, on trial during the southern African tour. How it covered Prince Harry was expected to set the tone for future relations with Buckingham Palace. The media were also looking for evidence that the monarchy was modernising itself after being criticised for appearing aloof and uncaring in its response to an outpouring of national grief at Diana's death.

The queen escaped personal criticism during her tour of India earlier this month, when diplomatic relations between London and New Delhi took a turn for the worse after what were seen as embarrassing blunders by the British Foreign Office. But it was clear that the 71-year-old monarch was not about to make many changes in her personal style. That duty has fallen to her son, who on November 14 marks his 49th birthday.

JERUSALEM, Oct 31 (Reuters) - The military wing of Hamas said on Friday Israel had "one last chance" before the Islamic fundamentalist group unleashed a "big operation" against the Jewish state.

In the Gaza Strip, thousand of Islamists, chanting "Death to Israel, death to America," rallied to mark two years since the
assassination of Islamic Jihad leader Fathi Shqaqi.

"Our military ability is more than you can imagine," Hamas's Izz el-Din al-Qassam guerrilla arm, which has killed scores of Israelis in suicide bombings, said in a statement obtained by Reuters. "You have one last chance before we carry out the big operation, which will not be stopped unless you immediately agree to our just demands which we declared in the last military statements," it said in apparent reference to its insistence Israel free Palestinian prisoners including Hamas activists. "The battle has not yet begun, and the ignorance of the enemy government concerning the liberation of our hero captives will be paid for in the price of pain, sorrow, and blood," Qassam said. The statement noted that Israel had met Hamas's first demand by freeing on October 1 the group's founder Sheikh Ahmed Yassin in a prisoner swap after a bungled Israeli attempt to assassinate a top Hamas leader in Jordan.

But Qassam put Israel on notice that until its further conditions were met "we will continue our special operations with all force and determination in all of our Holy Land." "Our message to the enemy government is that convoys of our future martyrs are waiting their turn to join the battle," Qassam said.

Wednesday (10/29/97) Reuter's Fed: US Prosperity Not Threatened - Federal Reserve Chairman Alan Greenspan said today that recent turmoil in world stock markets may be viewed as a "salutary event" in a few years. In his first comments since this week's gyrations in world markets, the world's most powerful central banker told the Joint Economic Committee of Congress that problems in Asia would slow U.S. exports and hit the U.S. economy. He said the United States and other countries had to stand ready to help bail out troubled Asian states.

Wednesday (10/29/97) Stocks - What in the world is going on? Looks like it may be starting to come down. American markets are not at all free markets. The free markets in the world are in free fall. After the US market suspended trading on "Blue Monday" and tallied its largest loss in history, Dow down 554 points, the "Turnaround Tuesday" trading on the Hong Kong market was down 15%. All the markets in the world were down except for the US market.

To understand the US market you need to try to get information on the DTC (Depository Trust Corporation). This FED trust corporation holds over 90% of all US stocks in street name. When you buy a stock, you don't get the stock certificate, it is held in street name trust by the DTC. This DTC claims stock trust assets exceeding 9 TRILLION dollars.

Wall street opened "Turnaround Tuesday" morning and the DOW was down 184 within 40 minutes. Free fall trading curbs were executed. The market closed with the DOW up 337. Now catch this! Not the fact that this is a record daily gain, but the fact that the VOLUME was OVER 1.2 BILLION SHARES.

What does it mean? There is a big question - Will this fancy manuevering of the FED and US treasury (possibly putting a $200 billion prop in the US market) suck the world markets back up out of free fall? If you tried to call your broker odds are you got a busy signal. We have our answer. Wednesday's world markets have been sucked up out of free fall. We see that this maneuvering has the capability of effecting all markets. The remaining questions are - How many of these props can be put into the US market, and how many times will it work as well as "Turnaround Tuesday's" prop worked, and when will we run out of these props?

Monday 6:00PM (10/27/97) Reuter's - Dow Plunges 554 Points - The Dow Jones industrial average suffered its biggest point drop in history today in a frenzied sell-off triggered by the financial crisis in Asia. The Dow ended down 554.26 points, or 7.1 percent, at 7,161.15, topping the 508-point drop of the Oct. 19, 1987 crash. But in percentage terms, the index's fall was modest in comparison with a decade ago, when the loss amounted to 22.6 percent. The New York Stock Exchange halted trading twice today under rules instituted following the 1987 plunge. The drop brought the Dow's losses to 874 points since the Asian turmoil was touched off by a freefall Thursday in Hong Kong stocks as investors feared a speculative raid on the territory's currency.

Wednesday (10/15/97) U.S.S. NIMITZ BATTLE GROUP ENTER PERSIAN GULF The nuclear aircraft carrier U.S.S. Nimitz and accompanying battle group have entered the Persian Gulf in response to Iranian incursion into the no-fly zone in Iraq. Meanwhile, Iranian forces are staging the third part of war games in the gulf. Iran news reported: "Iranian naval exercises are covering a wide area in the Persian Gulf where U.S. spy ships are crowding the waterway and increasing the risk of collisions. It is but natural that any collision may spark developments with dire consequences putting the entire waterway at risk." [PARA]The "waterway" refers to the fact that half of the world's exports of oil from Iran, Iraq and the other Arab states around the gulf pass through the strategic, narrow waterway in giant tankers.

This comes on the heels of Secretary Albright's trip to the Middle East, after which she expressed her chagrin at the stalemate there and at not being able to get Arafat to move in any way. In light of this, extending MEPFA is not only inappropriate, but downright ridiculous." To Atlas' question if there are any bright spots in the new bill presently under consideration, Forbes answered, "Together with Senator Hollings of South Carolina, we were able to get Secretary Albright to retreat on her bid to extend MEPFA, which was not only fitting, but necessary, and I'm glad that we able to play an important role there. We have also succeeded in getting ten million dollars for architectural and engineering work to begin on a building for an American Embassy in Jerusalem. The State Department people have been dragging their feet, and they haven't even selected a site or begun any work, even though Congress has made its will known that the Embassy should be up and running by 1999. So this is an important move in that direction."

Tuesday (9/16/97) ISRAELI ARMY ALERT - THE JERUSALEM POST reports today that, according to military sources, "operational plans are being readied, as is special training for regular and reserve units, including the Border Police." * Senior officers have also warned of an increased likelihood of a Syrian surprise attack aimed at seizing part or all of the Golan Heights. The goal would be to improve Syria's position in potential negotiations with Israel, an intelligence head told the Knesset foreign affairs and defence committee yesterday. There have been indications of heightened Syrian military readiness. Sources said they believed Syria would prefer to regain the Heights through negotiation, but was retaining the option of military action.

KISSINGER; "REDRAFT OSLO AND NOT PRESSURE NETANYAHU" (IINS News Service -Israel-8/25/97) In a letter sent by former US Secretary of State Dr. Henry Kissinger to Secretary of State Madeline Albright, Dr. Kissinger writes, "The dead end reached in the Oslo Accords was unavoidable." Those who are pushing the secretary of state to resume the talks from the point where negotiations broke down or tries to move ahead by applying pressure on Prime Minister Netanyahu is missing the main point. In a lengthy piece published in yesterday's Washington Post, Dr. Kissinger points out that the PLO has not yet abolished its call for the eradication of the State of Israel. According to Kissinger, the PLO has had several opportunities to do so but has chosen not to. Kissinger points out that Oslo is based on "attrition" and not "on two political adversaries discussing territorial compromise while each side accepts the legitimacy of the other's position." According to Dr. Kissinger, even if Israel were to return to the pre-June 1967 boundaries, this would not satisfy the PA. Kissinger stated the 1967 borders cannot be used as the dividing line. These lines would be a "strategic nightmare" he explains. It would create a situation with a 16 kilometer (9.6 miles) corridor between Tel-Aviv and Haifa, leaving the majority of the population centers vulnerable to PA mortar attacks.(IINS News Service -Israel-8/25/97)

GOVERNMENT NEVER FORBADE TEMPLE MOUNT PRAYER A document that was presented to the Jerusalem District Court this week shows that the Government of Israel never made an official decision to forbid Jewish prayer on the Temple Mount. The document, which was presented by the defense lawyers in the trial of Chai V'Kayam members, was prepared by the Cabinet Assistant Secretary in 1986. The implications of the document are that the Supreme Court justices were repeatedly deceived when they were told that the government had forbidden Jewish prayer. The government did make one decision on this issue: a one-time ban on Jewish prayer on the Mount, some two months after the Six-Day War. Yehuda Etzion, leader of Chai V'Kayam, told Arutz-7 today that the proof that the decision was not meant to be binding is found in a protocol of a government meeting that was held some weeks later. According to the protocol, one minister attempted to cite the decision as grounds for forbidding prayer on the Mount, and then-Minister Menachem Begin protested, "I was the one who suggested the original proposal then, and the decision applied only to that specific case. A National ID card is a document that reasonably identifies a person and indicates that person's country of citizenship. Public Law 104-208 was passed by Congress on September 30, 1996. Section 657 of that law, titled "DEVELOPMENT OF PROTOTYPE OF COUNTERFEIT-RESISTANT SOCIAL SECURITY CARD" (now found and buried only as a note approximately 25 pages following the main body text of Title 42 Sec. 405 of the United States Code), states:
"(a) Development-- (1) In general.--The Commissioner of Social Security (in this section referred to as the "Commissioner") shall, in accordance with the provisions of this section, develop a prototype of a counterfeit-resistant social security card. previous government that signed Oslo, the Labor government of Yitzhak Rabin, that is the government that authorized, under
Oslo and in accordance with Oslo, the Har Homa project. They did so because it is fully in line with Oslo. It doesn't in any way nullify or prevent Israel from building anywhere in Jerusalem. And no government, as Yitzhak Rabin made many, many times clear in the Knesset -- and by the way in internal documents, as well -- no government of Israel could accept the limitation on its right to build in Jerusalem, under Oslo or under anything else. But the Palestinian side promptly violated the specific clauses that it had undertaken in Oslo by opening several government offices, PA governmental offices which are in Jerusalem and which have to be closed. So in the question of Jerusalem itself, that one issue that everyone talks about, it is not Israel that is violating Oslo, it is the Palestinian side. This is point one. Point two. In the last -- (inaudible) -- we have done the following under Oslo: We have redeployed in Hebron. Tough to do, but we did it. We have released the women terrorist prisoners. Tough to do, but we did it. We have transferred monies to the Palestinian Authority. Tough to do, but we did it, even though they owe us almost an equal amount in phone and gas bills which still remain unpaid. We have decided on the first FRD, as the agreement states, and was recognized by the United States State Department as a "welcome and positive development." Tough to do, but we did it. We have allowed and permitted the first use of the Daynia (ph) Airport. Tough to do, but we did it. This is what we have done in the span of a few weeks. We have made five major fulfillments of the Oslo process -- by the way, all of which was not done by the previous government. It was tough to do, and they didn't do it. Now, what has happened in that same time period on the Palestinian side? They have: one, not completed the revision of the Palestinian Charter, which they promised to do when we signed Hebron. All of these things that we did, we promised to do after Hebron and we did it. They promised to do a series of things which they didn't do. They promised to annul the charter. They didn't do it. They promised to keep a number of 400 policemen in Hebron. They have close to 1,200. They promised to collect illegal weapons. You saw those weapons in those demonstrations held by Hamas and other people. They promised to incarcerate political -- or, rather, military operatives of Islamic Jihad, Hamas, and the other terrorist groups. They released them. They promised to desist from inciting inciteful propaganda, and they have spawned the most inflammatory propaganda in the official media of the Palestinian Authority. I limit myself to five to keep it neatly symmetrical. We have kept the basic provisions of Oslo, as we promised, in the post-Hebron agreement, and the Palestinian side has violated it. If you add Jerusalem, it's a six. We keep our commitments. They violate it. Now all of this is wiped away -- clean slate. Why? Because they don't like the fact that we're building on Har Homa. And as some of you describe it, Har Homa that is in Arab East -- (possible microphone failure). It's not Arab land; it's 75 percent private Jewish land, from before World War I -- World War II -- 60 years. How in heaven's name can some of you still call it Arab East Jerusalem and Arab land? You have every respect for private property in this country. How can you do this, as journalists? How can you do this? How can you give -- you -- I say collective you; it's not fair. But I have an opportunity to ask you a question. How can the reality that I just described elude your readers and your audience? Now there's one of two possibilities. Either the facts are not known, or they're withheld. I want to make sure that the facts are known, so I've just said them. So at this stage, at least, I would expect an accounting of the need to fulfill Oslo. I come here with absolutely clean hands. We fulfill Oslo. I face my constituency, and some of them really do not like what I'm doing. And they said, "You weren't elected to really keep Oslo; you're supposed to just say it to get votes." And I said: "No, no. I was elected with a promise to keep Oslo. We keep it." But we said that we demand from the other party, the Palestinians, to keep it, as well. And the simple truth of the equation is this: Israel, that fulfills the Oslo accords, is accused of violating it. The Palestinian side, which violates the accords, is credited with keeping it. What is the Kingdom of G-d? The rule of G-d. G-d's kingly rule, or sovereignty, being established over all of planet Earth. When did the the Kingdom of G-d begin and Who was its Originator? The Kingdom of G-d began when Messiah Yeshua (Christ Jesus) began its establishment. Earth dates on calendars mark its beginning. We have such dates as B.C., B.C.E., C.E., and A.D., which signify that Yeshua Messiah announced and began the Kingdom on Earth almost 2000 years ago.
What is the relationship of the New World Order and the Kingdom of G-d?
What is commonly referred to as the New World Order is against the Kingdom of G-d and is therefore going to have a prince antimessiah, or antichrist, as its head. For 42 months the prince of the New World Order, will war with those in the Kingdom of G-d. The Prince of Peace, Yeshua Messiah, who established and taught how to become part of the Kingdom of G-d, will return with the armies of heaven to end the rule and war of the antichrist and his New World Order. The 42 month war may have begun March 13, 1997; however, it is not yet possible to be certain. And noone can know the day or hour. We can be sure the New World Order, of oposition to the Kingdom of G-d, is in full preparation for this 42 month war and that an undeclared state of war exists today. We can be reasonably sure that if it has not already started that it will start very soon. We know that there will be a 42 month war of antichrist on those in the Kingdom of G-d before the rapture. If the NWO is preparing for the war, those in the Kingdom of G-d should also be preparing for the war of Great Tribulation. What is the role of people in the Kingdom of G-d? The establishment of the kingdom is a work of G-d. G-d will reign, and people can contribute nothing to that reigning of G-d. They can only accept the rule of G-d in thier life or be totally destroyed in their rebellion.
Since people cannot build the kingdom of God, what response are they to make to Yeshua's message about the kingdom? First, they can make the kingdom their top priority and seek it ahead of everything else (Matt. 6:33). It is a pearl of such value that they should sell everything else they have in order to be able to purchase it (Matt. 13:44-46). Second, they can repent and believe the good news of the kingdom (Mark 1:14-15), and so enter the kingdom like little children (Mark 10:14). Third, they can pray for the rule of G-d to come soon: "Thy kingdom come" (Matt. 6:10; compare 1 Cor. 16:22). Finally, they can be ready when the kingdom does finally come (Matt. 25:1-46).
